Bill Summary:
This bill defines early college high school from a regularly authorized charter school, defines terms, exempts an early college high school from certain rules established by the State Board of Education; and provides that a certain amount of weighted pupil units be computed for early college high schools that conduct approved programs in only one technical education area (STEM).

I oppose this bill. High School in general is lacking instruction to prepare students for college. This bill continues to broaden those grey areas between high school and college level instruction. It’s true this appears to be no more than adding definitions, but missing are those considerations for students who have no intention of attending the listed universities or those named as “Instruction of Higher Education”. HB0210 connects programs for state funded education, but they’re sorely lacking. Private opportunities are thriving simply because they offer better opportunities. HB 0210 is a means to transfer the control from charters to programs through the listed state funded universities. In short, if this bill passes, there is less opportunity for Utah individuals to receive competitive, quality education on a higher level.

o I’m concerned not all schools are “early college” schools. It’s almost like we are turning public schools (whose original intent was to provide a baseline of knowledge to society.) into specialized trade schools. The underlying purpose of public schooling changes with this law.
