This bill provides for public school dropout recovery services.

11 This bill:
12 ▸ defines terms;
13 ▸ requires a local education agency (LEA) to:
14 • create a restricted account consisting of certain funds; and
15 • use the funds in the restricted account to provide dropout recovery services;
16 ▸ provides that an LEA may contract with a provider to provide dropout recovery
17 services subject to certain conditions; and
18 ▸ requires the State Board of Education to:
19 • audit LEAs’ use of the funds in the restricted account; and
20 • make rules.

Creating yet another government responsibility to “oversee” private citizens seems pretty unwise in this political climate of Big Brother. Although it’s an easy emotional plea to want to “help” those who drop out of high school, I’m not so sure that’s a good role for government. Also, creating yet another program creates the need to audit yet another program. Giving USOE authority over this program is also unwise as it may give the Federal Government an avenue to control LEA’s even more. (Based on USOE’s current trend to invite and allow Federal Government’s “standards” and oversight into other areas of an LEA’s duties.)

o 94 (4) Subject to Subsection (5), an LEA may contract with a provider to provide dropout recovery services. Wouldn’t this make it profitable for the provider to encourage children to drop out and then come back so they can provide the dropout service?
