I'm going to file a neutral grade on this bill. I think this is probably a slight improvement over the unconstitutional method Utah currently uses to elect board members, but it's a crazy 3-prong method for electing/selecting board members. Four of them will be partisan elected, 4 non-partisan, and 5 appointed by the governor.
