General Description: This bill amends provisions related to the compensation of members of the State Board of Education.

o provides that the Legislature shall set the compensation of members of the State Board of Education annually in an appropriations act;
o addresses the compensation of members of the State Board of Education until the Legislature sets that compensation in an appropriations act;

Reviewer Comments:
Current law states “Each member of the State Board of Education shall receive $3,000 per year, payable monthly, as compensation for services.” so any change in compensation would have to be passed by law. By setting compensation through the Legislature annually we are increasing its subjection to internal politics and back-door deals. I believe such forces are more likely to increase the rate at which State School Board compensation increases than our current process.
Also, currently the Legislature has full authority over the State Board’s compensation through legislation. This bill requires the Legislature to consider the recommendations of the Elected Official and Judicial Compensation Commission. The Commission is filled by appointment (including an appointment by the governor), not by election, and therefore is a body outside our elected legislature to which is given a significant amount of influence over spending – a responsibility designated to the legislature.
